Age of Engineers
The biggest in Europe program promoting profession of engineer and sciences itself named Age of Engineers (Era Inżyniera) has been inaugurated in the seat of Institute of Aviation in Warsaw on October 23rd 2008.

The Institute together with several dozen partners started up country-wide program addressed to junior high school and high school students, their parents and science teachers. Minister of National Education – Katarzyna Hall, Minister of Science and Higher Education – Barbara Kudrycka and Vice-premier and Minister of Economy – Waldemar Pawlak patronize the program.

During the conference inaugurating the program foundation and action plan for years 2008-2013 were presented as well as community portal www.erainzyniera.pl . The program purpose is to rise profession of engineer prestige and to increase number of Science students consciously choosing the engineering studies. The other goal is to encourage youngsters to study the Science. That’s why Technical Universities, innovative enterprises (e.g. Toshiba of Europe Ltd., Volkswagen Motor Polska, PZL Wrocław, WSK PZL Świdnik, General Electric) scientific institutions, associations and publishing houses established Poland-wide partner network. Their support offered also Maths Teacher Association, Olsztyn Planetarium and Astronomical Observatory, Technical-Scientific Publishing House, Tokyo Toshiba Science Museum and Warsaw junior high and high schools. The partner list in not closed.

17 000 schools spread all around Poland , which makes almost 3,5 million of students, are included to the program. The program is implemented by Net Institute from Warsaw Institute of Aviation.

9th Polish-American Conference of Science and Technology
On the 8th and 9th of October in Washington is taking place 9th Polish-American Conference of Science and Technology, “Mobilisation of innovation and economic growth”. The goal of the meeting is to reinforce Polish-American cooperation in innovation and development of hi-technology through common initiatives and projects. During the conference following papers and sessions are being planned: the development of high technologies, energy and gasification of the coal, health protection and new technologies in medicine and modern ethical issues in science. Scope of its requirements and challenges in Poland as well as achievements and activities on the field of Polish-American cooperation will be also presented. The conference is being organized by Institute of Aviation in Warsaw and NGO Activity for Innovation Growth in Washington. Project has been created in cooperation of Michael Kleiber, the President of the Polish Academy of Sciences and Professor Charles Wessner from the US Academy of Science.

X3-NOISE Network Meeting
The meeting of participants of X3-NOISE - Aircraft External Noise Network and Coordination took place at ONERA headquarters in Paris on 30 June – 1 July. During this meeting the last two year activity was discussed and the next two year activity was planned out. Dr Antoni Niepokólczycki took part in this meeting.

Meeting at EXA-INSTITUT
On 30th dr Antoni Niepokólczycki and MSc Michał Szmidt had a meeting in Paris with General Director of the EXA – INSTITUT INTERNATIONAL D’EXPERTISE ET D’ARBITRAGE. During this meeting, after the short presentations of both Institutes, the scope of cooperation between EXA and Institute of Aviation for a few next months was discussed.

Acoustics’08 Paris Conference
Dr Antoni Niepokólczycki and MSc Michał Szmidt took part in conference Acoustics’08 Paris which was held in the Palais des Congres from 29 June to 4 July 2008. This meeting gathered together experts from all fields of acoustics worldwide.
    More than 5000 participants. More than 3500 presentations distributed in 265 sessions (up to 25 sessions run in parallel) and 60 exhibitors. Representatives of Institute of Aviation took part in sessions connected with aircraft external noise and cabin noise, there were:
  • Vibration and Radiation from Complex Structural Systems,
  • Airframe Noise Measurement, Prediction and Control,
  • EU Projects for Aircraft Noise Reduction,
  • Distributed Active Noise and Vibration Control,
  • Active Noise Control: New Strategies and Innovative Concepts.

Election to the Scientific Council
On June 11, Director of the Net Institute, Antoni Niepokólczycki, was elected to the Scientific Council of the Institute of Aviation for the 2008 – 2012 term. During its first session on June 24, Antoni Niepokólczycki was appointed the Head of the Science and Research Policy Committee.

EUCOMAS '2008
Dr Antoni Niepokólczycki took part in 1st EUCOMAS Conference (European Conference on Materials and Structures in Aerospace).
The conference took place in Berlin, from 26 to 27 May, in conjunction with Berlin Air Show.
During the conference, besides oral and poster presentations, three very interesting workshops were organised:
  • Workshop I – Networking platform for new EU member states.
  • Workshop II – Mechanical and computational materials engineering.
  • Workshop III – Safe composite maintenance practice.

The Conference "Aircraft Noise In Poland"
On May 15 2008 the Net Institute organised the conference on aircraft external noise "Aircraft Noise in Poland". At the conference, diverse aspects of balanced approach to aircraft noise management were presented. The main aim of the conference was to identify activities that should be undertaken in order to implement this approach in Poland, as suggested by ICAO. The conference was held under the auspices of X3-NOISE Aircraft External Noise Research Network and Coordination (FP6) and hosted by the Institute of Aviation in Warsaw.

Seminar opening 1.1.1 and 1.3.1 parts of POIG
On April 29 2008, Director of the Net Institute, Antoni Niepokólczycki, participated in the organized by the Information Processing Centre (OPI) seminar opening parts1.1.1 and 1.3.1 of Operational Programme Innovative Economy 2007 - 2013. During the seminar, the principles governing allocation of funds for the realisation of projects under the above mentioned parts as well as the documentation requirements were presented.

Aerospace 08 - Testing, Design, Manufacturing
Director of the Net Institute Antoni Niepokólczycki visited the aviation fairs Aerospace 08 - Testing, Design, Manufacturing, held in Munich from 15 to 17 April 2008. Apart from the traditional presentations at the stands of aviation companies, the fairs also featured technical seminars and workshops on the recent developments in the area of aircraft research, design, and manufacturing.

Net Institute in Brussels
On March 12 – 13, dr Antoni Niepokólczycki took part in the meeting of the participants of the European project FliTE2 hosted by LMS in Leuven near Brussels.
Project FliTE2 is realised within the international programme EUREKA by aircraft industry enterprises, universities and research institutes from France, Belgium, GB and Poland. The aim of this project is to improve the exploitation of flight test data by (i) developing techniques for performing tests under natural excitation conditions and (ii) developing algorithms, software and procedures that would allow the on-line, in-flight exploitation of these data. Currently, FliTE2 is nearing its completion. The next and the last meeting of its participants will be hosted by Dassault Aviation in Novemebr 2008 in Saint Cloud near Paris.

EREA in the Institute of Aviation
On April 8, director of the Net Institute, dr Antoni Niepokólczycki, participated in EREA (Association of European Research Establishments in Aeronautics) 18th General Assembly & Board Meeting hosted by the Institute of Aviation in Warsaw. During the meeting the background, the mission and the tasks of the Net Institute were presented as well as the national networks existing within the Net Institute and their connections with international structures were presented. Antoni Niepokólczycki presented also the examples of ongoing and pending projects and three strategic programmes:
  • "The Age of Engineers" - which should ensure the influx of young engineering staff.
  • "60*/30- programme" - which will ensure the exchange of knowledge and experience among young employees and older, experienced staff.
  • Foresight - to identify different ways the future may develop.


Poland in AeroPortal project

Two unique projects: SCRATCH www.aero-scratch.net and AEROSME www.aerosme.com, working within the framework of Programmes 5 and 6, and assisting ca 7000 small and medium European aircraft industry enterprises, have been combined into one project: Support Action "AeroPortal" www.aeroportal.eu (website temporarily under construction). Project partners come from 14 countries such as France, Belgium, Israel, Germany, Greece, Portugal, Romania, Poland, the Czech Republic, Canada, Hungary, Italy, Spain and Russia who recently also joined the project, expecting tangible benefits from Programme 7, just like Canada and Israel do

Operational Programme Innovative Economy
On February 22, Director of the Net Institute, Antoni Niepokólczycki, participated in the conference, organized by the Ministry of Science and Higher Education, in order to announce the first call for projects under Operational Programme Innovative Economy. At the conference, the deadlines for projects proposals and procedures for applying for European Funding were presented.

Establishment of the Institute of Aviation
On October 1, 2007, the Net Institute was established within the framework of the Institute of Aviation. Its primary purpose is to create conditions for balanced growth of aviation, as an interdisciplinary field. Its activities will consist of building network structures and using them for work under R&D projects that both further the entire aviation industry and are consistent with national economic policy. These programmes ensure the influx of young engineering staff as well as provide a common working ground for dispersed specialized resources and capabilities, within local and international network structures.

I Conference "Fatigue of Aircraft Structures"
The first scientific conference, devoted to aeronautical structural fatigue, entirely organized by the Net Institute, will be held at the Institute of Aviation on January 15. The subject matter of the conference will cover all aspects of aircraft structural fatigue, composite construction, damage tolerance, materials testing, NDT diagnostics and loads.

X3-NOISE - Aircraft External Noise Research Network And Coordination
The Net Institute represents Poland within the X3-NOISE thematic network, which focuses on issues related to aircraft noise. Network participants include all current European Union member and candidate countries. This network cooperates with research and development centers around the world, from countries such as the United States, Japan, Brazil and Canada. The work of the network is financed by European Union funds. The representative of Poland is Dr. Antoni Niepokólczycki, Director of the Net Institute.

Poland in ICAF
In August 2007, Poland was accepted as the 14th member country of the ICAF (The International Committee on Aeronautical Fatigue). The other members include: the USA, Canada, Great Britain, Germany, Israel, Holland, Sweden, Australia, Italy, Japan, Switzerland and Finland. Due to its membership in ICAF, the Institute of Aviation became the leading unit in Poland in the field of aircraft structural fatigue. Membership in this world organization has allowed for direct contact with leaders and provided access to information in this field. Poland's representative in ICAF is Dr. Antoni Niepokólczycki, the Net Institute Director.

"Promotion within science" conference
On December 14, the Director of the Net Institute participated in the conference organized by the Ministry of Science and Higher Education (MNiSW) „ Promotion within science”. Issues related to the perspectives for promoting Polish science within the European Union Board discussed, in addition to possibilities for supporting promotional activities during 2008. Guidelines for MNiSW financing of promotional activities were also portrayed.

Website of the Net Institute
January 12, 2008 mark the inauguration of the Net Institute’s website. Is targeted at the scientific-research community (primarily engineering), connected with the broadly understood aviation industry, companies devoted to aviation or cooperating with aviation, as well as individuals interested in the development of science and technology, within the context of aviation. The website will include information on projects currently being conducted by the Institute, test results, knowledge bases for network members and research and development proposals direct it at the aviation industry and companies that support it. The website also intends to offer a platform for the exchange of information on network structures being developed, facilitating the coordination of forming expert teams to complete projects being implemented.
